Cross-State Air Pollution Rule (CSAPR)
July 6, 2011 - The EPA issued the final Cross-State Air Pollution Rule (CSAPR) to replace the Clean Air Interstate Rule (CAIR). The CSAPR affects 27 eastern states by reducing power plant emissions that cross state lines and contribute to ground-level ozone and fine particulate matter pollution. The rule also includes a supplemental proposal to include six states to be regulated for ozone season NOx emissions, which would bring the total number of affected states to 28. The first phase of compliance begins on January 1, 2012. The CSAPR is also establishing four allowance trading programs and will not allow the use of banked NOx or SO2 allowances under the Acid Rain Program or CAIR for CSAPR compliance purposes.
